In recent months, there has been a surge in confusion and frustration among California drivers receiving notices from the Department of Motor Vehicles (DMV). We have been contacted by numerous drivers who have received SB210 notices, which allege non-compliance with CARB (California Air Resources Board) regulations, leading to blocked vehicle registrations. However, what's perplexing is that these notices often fail to specify the exact nature of the non-compliance. This confusion underscores the need for clearer communication from the DMV. 


Unraveling this web of confusion reveals the primary issue for drivers isn't about emissions testing but is about unpaid registration fees for the years 2023 and 2024. The lack of clarity in the DMV's notices has led to misunderstanding and panic among vehicle owners. Compliance with CARB regulations is mandatory for all vehicles registered in the state and while one crucial aspect of CARB compliance is passing emissions tests beginning in January 2025 the recent notices from the DMV have left many recipients baffled, as they indicate non-compliance without specifying whether it's related to emissions testing or other factors. The issue for individuals contacting us seems to be unpaid registration fees which can also lead to registration blocks, preventing drivers from legally operating their vehicles on California roads.
